Description and Specifications:
The Illinois Mathematics and Science Academy (IMSA)is providing notice of intent to enter into a sole source contract with MSF&W Consulting, Inc. to complete the final phase of the data systems software development and enhancement services for its current data repository and reporting system. This vendor has performed the Phase 1 and 2 through competitive bid process and is best qualified to enhance the capabilities and reporting of the current system following beta level testing by system users, administrators and testers.

A hearing is scheduled for 2:00 p.m. on December 30, 2015 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. Request for a public hearing by an interested party or written comments shall be made by Thursday, December 24, 2015 at 5:00 p.m. to:

The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Thursday, December 24, 2015 at 5:00 p.m. to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.

NOTICE: The start and end dates of this contract will depend on actual signature dates. The dates provided below are estimated for the purpose of the Illinois Procurement Bulletin hearing notice.

of this project was bid following the required procurement rules for projects of this type and value (cite rules and values). There
were two bidders that responded to the posted request for proposal for this phase of the project and the successful bidder was MSF&W;
the award was subsequently made to MSF&W. MSF&W
delivered all of the requirements stated in the request for proposal on time and
on budget. Overall we were extremely satisfied with the service quality and the performance of the work. MSF&W is a
registered small
business in the State of Illinois.
Phase 2
of this project was also bid following the required procurement rules for projects of this type and value (
cite rules and values).
There was only a single bidder that responded to the posted request for proposal for this phase of the project and that bidder was
MSF&W; as this bidder’s submission was both responsive and complete, the award was subsequently made to MSF&W. Again, they
delivered the requirements stated in the request for proposal on time and on budget and we were extremely satisfied with the service
quality and the performance of the work.
Given the results of the bid process for the first two phases of this project, we do not anticipate receiving competitive bids from other
business entities, in part due to the additional effort they would have to expend in order to become familiar with the development done by
MSF&W during the first two phases. As such we would like to proceed with a
sole source award for this project.
