Description and Specifications:
The Illinois State Police (ISP)Fiscal Management Bureau (FMB)is giving notice of intent to award a contract to purchase a software management solution for the Asset Seizure/Forfeiture Section. The Asset Seizure/Forfeiture Section will utilize the software management solution to track assets from seizure to forfeiture and disburse funds to various agencies throughout the state.
A hearing is scheduled for:
DATE: August 26, 2015
TIME: 2:00 PM Local Time
LOCATION: Chicago - James R. Thompson Center, Room 9-036, via video-conference with Springfield - Stratton Building, Room 511
A sole source contract will be awarded on that date and the hearing will be cancelled, unless an interested party submits a written request for public hearing by 5:00 PM CST on August 21, 2015.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing.
Interested parties wishing to submit comments or request a hearing must do so in writing and submit their request to the Notice Contact. Request for a public hearing by an interested party or written comments shall be made by 5:00 PM on August 21, 2015, to the Notice Contact:

A sole source contract where a hearing was requested by an interested party may be awarded after the hearing is conducted with the written approval of the chief procurement officer.

New Dawn Technologies is the sole provider of the Justware software the ISP purchased through a competitive bid in fiscal year 2014 for the Medicaid Fraud Control Unit (MFCU). New Dawn Technologies is the only vendor that can make modifications to the software to allow the Asset Seizure/Forfeiture Section to use it for their needs.
The ISP intends to purchase from New Dawn Technologies the modifications to the software ISP already owns.
