|This is for a Sole Economically Feasible Source contract request for ICARE from Mindshare Technology for operational dashboards for performance and outcome enhancement project. The procurement is time-sensitive and critical to the mission of the agency and is necessary to meet the recommendations of the BH Consent Decree Expert Panel.|
This contract will provide an Outcome Driven Hosted Business Analytics Tool which is specifically designed for improvements in the Child Welfare Practice. The Mindshare platform will provide a seamless interoperability with the Statewide Child Welfare Information System (SACWIS to enhance the data reporting and outcome attainment needs of the Agency. Mindshare will provide a tool that is easy to use, is outcome driven with indicators that has the ability to set goals with actionable items and see the progress towards that goal.

A Sole Source contract will be awarded on that date and the hearing will be cancelled, unless an interested party submits a written request for a public hearing by Friday, December 18, 2015 at 5:00 p.m.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearing may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing.
A sole source contract, where a hearing was requested by an interested party, may be awarded after the hearing is conducted with the written approval of the Chief Procurement Officer.
