Description and Specifications:
The Illinois State Police (ISP) is giving notice of intent to award a contract as a sole source to Appriss, Inc. for an off-the-shelf software, technical support services and hosting services required for the implementation of the Firearms Owners Identification (FOID) system into the existing Concealed Carry License (CCL) system. The services will mirror those provided for the issuance of the Concealed Carry License (CCL), and will include additional fields of data, additional work flows, and the addition of the FOID application.

A sole source contract will be awarded on that date and the hearing will be cancelled, unless an interested party submits a written request for public hearing by noon CST on March 4, 2014.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing.

Appriss is under contract with the ISP to implement their off-the-shelf solution for the Concealed Carry License (CCL) program. The FOID program is the precursor to the CCL program. The Appriss CCL represents a majority of the system requirements of FOID. It is in the State's best economic interest to take advantage of the investment made in the CCL system.

The APPRISS off-the-shelf solution is already in place at ISP, and under customization to meet the requirements of the CCL. The APPRISS solution requires only minor modification to fully meet the requirements of FOID. APPRISS has implemented their off-the-shelf software solution in other states to accomplish the goals of this program. In addition, the vendor has unique experience in the Criminal Justice domain, and has successfully completed the security requirements.

The Illinois State Police (ISP) issued a general notice in August of 2013 seeking information about innovative modified off-the-shelf (MOTS) solutions to implement Public Act 98-063, the Firearm Concealed Carry Act (the Act). ISP received eight responses. APPRISS met all the needed requirements with a proven record of successful implementation in other states. As a provider in this market, APPRISS has invested heavily in their facility, staff and methods to meet the unique security requirements dictated by the FBI for criminal justice systems.

Officials with ISP have negotiated with APPRISS. The negotiated price includes an upfront development cost, which is significantly less than the custom development effort originally planned.

Delaying or denying this request will delay the efficiencies built into this solution and will result in significant delays in the FOID business processes. The approach to maintain the status quo of the existing system operated on forty year old technology will be the continuation of inefficient and ineffective processes. The ISP and State would be in the tenuous position of having to defend bad practices, potential liability, and a lack of attention to a program defined as one of ISP's core missions.
