|The Illinois Department of Revenue is giving notice of intent to award a Sole Source contract to Fast Enterprises LLC (FAST) for a license to utilize Fast's GenTax software, including access to service packs, maintenance and enhancements, version upgrades, revised documentation and repair of defects to GenTax core code. Fast has not licensed any other unaffiliated entity or individual to provide such maintenance and support related to the GenTax software. |
Gentax is the core business system for IDOR. This contract will allow for the continued updating of the software with maintenance and fixes. Additionally, it provides for assistance from FAST, the supplier, to apply the patches and version upgrades. FAST's methodology is unique in that upgrades and additional tax types which require some level of data conversion into the system cannot be done by resources other than FAST employees, therefore some services are required for additional taxes or functions that would be well served by being in the integrated system. There are numerous opportunities for consolidating tax administration functions both in local government and other state agencies. IDOR is often asked to administer taxes for other jurisdictions and these services would be necessary to accomplish that.
A hearing is scheduled for 2:00 p.m. December 6, 2017 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. The hearing will be cancelled unless an interested party submits written comments of makes a written request for public hearing by Friday, December 1, 2017 at 12:00 p.m.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interest party may prese4nt testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether the contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearing may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.
