Description and Specifications:
The Department of Veterans' Affairs is giving notice of intent to award a contract as a Sole Economically Feasible Source to: Wescom Solutions Inc. A cost effective solution, for the Illinois Department of Veterans Affairs, that provides an all encompassing software program for management of patient care for our Veteran Homes. The Point Click Care program from Wescom provides the following tools for the Illinois Veteran Homes: Care Delivery Management program consisting of Electronic Health Records, Point of Care, Medication Management, Integrated Medication Management, Nutritional Management, Communications, Inquiry and Referral Management and Eligibility, a Business Module, and a Quality and Compliance Module. Procurement includes Electronic Medical Records Software, Training, Tracking. The Wescom Point Click Care program provides an all encompassing software to allow for effective management of patient care. The Point Click Care program consists of: Care Delivery Management, Marketing/Communications, Business Module and Quality & Compliance. The estimated annual expense for licenses,training, support and maintenance fees of the software programs for the current four IDVA homes is $152,609.00.

The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Friday, 5/08/15 at 5:00 p.m. to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.

Sole Source Only Justification:While this is not the only EMR software provider, it is the most economically feasible option for our agency since we are in the process of a multi-phase software implementation. Point Click care provides a module which assists Quality and Compliance by reducing hospital admissions and offers risk management reporting. Point Click Care is one of the few companies that provides EInteract, Hospital Trend Tracker, and Stop and Watch which experts suggest will assist in reducing 40 percent of readmissions and emergency room visits by as much as 40 percent also. IDVA is in phase 2 of a 5 phase EHR integration. Switching EHR mid-migration is dangerous, as the chances of data corruption is high. Our IT Manager indicates that due to the likelihood of corruption, most times the legacy data is left with the old system meaning that even if we were to go out for bid for a new program, we would potentially be paying this original vendor for access to the data, in addition to whatever a new vendor would charge. Cost involved in data migration, training and implemenation were significant, but also involved operational changes in house that had to be made to fit this software functionality to IDVA. Changing operational workflows based on another new EHR system would affect productivity, veteran care, and operational changes would involve a significant learning curve.

After full implementation of all phases, it is the intent of this agency to perform this procurement as a competitively bid.
