|The Department of CMS is giving notice of intent to award a contract as a Sole Source to: ISI Communications. CMS is seeking approval to enter into a sole source contract for 12 months. Existing contract for this service, CIC5861810, expires 06/30/15 and there are no renewals remaining. This is a new sole source procurement to replace the expiring contract.|
CMS has approval from the University Corporation for Advanced Internet Development (UCAID) to provide the connection necessary to allow all Illinois Century Network (ICN) primary constituents to access the Internet2 Abilene Research Network. The ICN is the 20th statewide network to become a Sponsored Education Group Participant (SEGP). Under the SEGP program, the State's public and private elementary, middle and high schools, as well as public and private colleges and universities, libraries and museums can connect to the Abilene Research Network. Without the SEGP program many of the ICN constituents would be ineligible to access Internet2 due to the size of their institution or the costs associated with the individual access.
The Abilene Network is an Internet2 high-performance network that enables the develop of advanced Internet applications and the deployment of leading-edge network services by universities and research laboratories across the country. Abilene connects regional network aggregation points to provide advanced network capabilities to over 220 Internet2 university, corporate and affiliate member institutions in all 50 states, the District of Columbia and Puerto Rico.
The ICN connects to Internet2 through a 10 Gbps connections sponsored by the Metropolitan Research and Education Network (MREN) at its Chicago GigaPOP, StarLight Facility. MREN is the sole Midwest connection to Internet2. The StarLight facility was designed and developed as the next generation Science, Technology and Research Transit Access Point (STAR TAP)

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.
