Description and Specifications:
CMS needs two (2) Mainframe Developers to provide specialized technical services with specific experience in mainframe applications. The candidates must have the ability to assist with maintenance, enhancement, and development of mainframe application systems. Specifically, the candidates will be required to confer with users to determine technical requirements; perform business and system analysis; code and test application programs; and prepare application, user, and operational documentation. These positions require excellent verbal and written communication skills as well as the skill to provide on-line and batch application development/support. Additionally, the positions require in-depth working knowledge of IBM MVS/ESA host operating system environment; design and testing tools including TSO, JCL, and IBM utilities including SyncSort and VSAM IDCAMS; IBM's IMS DB/DC and DB2 for both programming and database design; SQL; COBOL; Easytrieve Plus; interactive debugging tool such as Microfocus Mainframe Express (MFE) and Expediter; Panvalet; and File-Aid. It is also highly desirable for candidates to have experience with benefits, personnel, payroll and State accounting applications.

Emergency Justification:Without the technical knowledge and expertise provided by the requested resources, BCCS will not be able to complete these projects by their mandated due dates, thus putting the State in a position of non-compliance with State and Federal law. The volume and complexity of these changes, along with uncertainty surrounding the details of final implementation rules, and the inflexible timeline imposed by these mandates adds significant risk to these projects.
