|The Illinois Housing Development Authority (the "Authority") is giving notice of intent to procure access to additional software modules and an upgrade to the MS SQL version of the Authority’s current CAMRA software from SS&C Technologies, Inc. (SS&C). CAMRA is a portfolio management software package that is currently used for tracking the Authority's investments and debt. The Authority originally obtained this software through an RFP in 1998 and has been purchasing maintenance and support on an annual basis for the current platform.|
SS&C is the sole owner and provider of both their propriety software and maintenance for the software. SS&C will no longer be supporting the Authority's current platform, therefore requiring the Authority to upgrade to the MS SQL version of the software. In addition, the Authority’s Finance department has identified additional software modules available for the MS SQL version, which will allow Finance to use the software to automate and manage requirements for To Be Announced (TBA) mortgage pool processing and also increase operational efficiency and information integrity. The Authority has a substantial investment in the CAMRA software and it is a critical business application for the Authority. The Authority exports critical information from the CAMRA software to an Authority loan servicing system and also to the Authority’s general ledger system. With the CAMRA MS SQL upgrade, the Authority wishes to utilize SS&C’s Software as a Service (SaaS) deployment option. The SaaS deployment option will save the Authority technical resources, as the software will run on SS&C’s servers and SS&C will manage CAMRA application software updates and availability.
The Authority’s existing software maintenance agreement for the CAMRA software expires September 29, 2016. This procurement will be a new sole source for software and SaaS annual fees, and one-time implementation services. The initial term SaaS fees will be pro-rated from the go-live date and will be coterminous with the expiration of the existing software maintenance date of September 29, 2016. The Authority will receive a credit for the remainder of the existing agreement’s pre-paid maintenance from the go-live date through September 29, 2016.

A sole source contract will be awarded on that date and the hearing will be cancelled, unless an interested party submits a written request for public hearing by Friday, December 25, 2015 at 5:00 pm.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing.
A sole source contract where a hearing was requested by an interested party may be awarded after the hearing is conducted with the written approval of the chief procurement officer.
