As the federal State HIE Cooperative Agreement Program grant funding award from the US Department of Health and Human Services Office of the National Coordinator for Health Information Technology (ONC) came to a close on February 7, 2014, OHIT assigned ownership and associated contract management responsibilities for the ISC Contract and the ILHIE Infrastructure to the Illinois Health Information Exchange Authority (ILHIE Authority).
The State believes that this contract continues to fulfill in part the technology infrastructure described within the HIE Strategic and Operational Plan (SOP) as approved by the federal government for the implementation of an Illinois HIE (ILHIE) to support Illinois in establishing health information exchange capacity among health care providers and hospitals. The ILHIE Authority is now requesting approval to exercise its final option to renew the aforementioned contract for a final 12-month period (Renewal #3) as contemplated in the RFP, Award, and initial Contract.
For State Fiscal Year 2016 (FY2016), the ILHIE Authority continues to engage state and federal partners to secure funding in support of the statewide HIE. Because of the variable nature of that process, the ILHIE Authority has invoked a self-imposed limit on the projects and services contracted via this Contract Renewal #3. Once the FY2016 funding stream(s) is secured, the Agency will seek approval to amend Contract Renewal #3, thus engaging ISC to continue supporting the ILHIE implementation projects afforded under the RFP Award and initial Contract. At no point shall the original value of the total RFP Award, including optional Renewals, exceed the $7.25M as approved by the Chief Procurement Officer.
