Description and Specifications:
The Department of CMS is giving notice of intent to award a contract as a Sole Economical Feasible Source to: Socrata Inc. CMS is seeking approval to enter into a sole source contract for 12 months. Existing contract for this service, Original IPB # 22033799, expires 07/31/15 and there are no renewals remaining. This is a new sole source procurement to replace the expiring contract.

CMS is seeking approval to enter into a sole economically feasible source contract to purchase 12 months hosting of the Socrata platform for hosting of the data.illinois.gov website. CMS took over administration of the contract and needs to extend it while a competitive solicitation is being completed. This software acquisition allows the Department to continue meeting the goals of the open operating standard. This purchase would be in line with the administration’s policy of promoting open data on an even broader scale and doing so with an appropriate and feasible cloud-based solution. As part of an initiative to improve the accessibility, transparency, and accountability of State government, this website supplies access to a repository of government-produced data sets with extensive functionality for the general public. The cost has increased because CMS plans to use data.illinois.gov to meet the requirements of Exec Order 15-10 for Counties, Townships, and Library Districts. ITAP does not have functionality to manage the volume of data that will be provided by these entities.

The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Monday, 07/27/2015 at 5:00 p.m. to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.

Sole Source Only Justification:CMS recognizes that Socrata is not the only provider of these services, but because of the volume of data existing in data.illinois.gov site and the time it will take to complete a competitive solicitation an extension of the existing contract is requested. CMS plans to combine the data in the data.illinois.gov portal with the data CMS maintains in the Illinois Transparency and Accountability Portal (ITAP)( mandated by 20 ILCS 405/405-335). ITAP currently provides information about state employee pay, state agency expenditures, state agency contracts, corporate accountability, and professional licenses. The scope of ITAP must be expanded (mandated by several statutes and Executive Order 15-10) to include additional employee information, annual workforce characteristics, and employee information for Counties, Townships, and Library Districts.
