|The Illinois State Board of Education is giving notice of intent to award a contract as a Sole Source to: Breakthrough Technologies, LLC.|
The TAO open source platform is a scalable open source platform designed for item authoring/content ingestion and test administration. It is the only such platform that has been a proven deliverer of large-scale assessments such as the Programme for International Assessment (PISA) and the National Center for State Collaboration (NCSC). The Partnership for Assessment of Readiness for College and Careers (PARCC) has also made a solid investment in the build out of the platform for its non-summative assessment system, and continues to work toward development of its summative platfom. As members of the PARCC consortium, we can both leverage the work completed to date and contribute work moving forward that will also be of benefit to the consortium. Breakthrough Technologies, LLC is the only authorized North American partner to OAT, the developers of the TAO platform, and as such have the ability to assist in making customizations to the platform. They have worked as a vendor to the PARCC consortium, and we will be able to draw on the work completed to date.

The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Friday, September 18th at 5:00 p.m. to the notice contact listed above.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.
