Description and Specifications:
The Illinois State Police (ISP) is giving notice of intent to award a contract as a sole source to Dataminr, Inc. for Dataminr News Alerting.

A hearing is scheduled for 2:00 p.m. on June 21, 2017 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. Request for a public hearing by an interested party or written comments shall be made by Friday, June 16, 2017 at 5:00 p.m. to:

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.

Sole Source Only Justification:The Illinois State Police (ISP) along with other national law enforcement agencies have established that social media postings such as Facebook, Flickr, Yelp, Linked-In, Google+plus, Myspace, and You Tube are often utilized by the public to protect their actions and provide information. This social media is also utilized by criminals, gang members, and terrorists. Currently, the most popular social media platform for instant message and coordination of events amongst group of peoples is Twitter. This procurement is intended to obtain information based on all public Twitter "tweets" and other publicly available data. The database will instantly analyze all tweets, chatter, blogs, news feeds, and other data to deliver the earliest signs for real-world events, breaking news, off the radar context and prospective, and emerging trends. The information obtained could be utilized to assist in the mitigation of events as they happen. The proposed purchase would provide access to the system for ISP personnel and the ability to create alerts by users in relation to specific key words and phrases. Alerts are also based on proprietary algorithms that alert users based on known law enforcement, homeland security, and emergency management needs. Failure to obtain this service will drastically reduce the flow of information from individuals located at or near a critical situation to reach the law enforcement community while it is still actionable. This platform provides a highly beneficial information source which the agency intends to procure for a limited time due to emerging incidents affecting the State of Illinois.
