Description and Specifications:
This notice is to provide information about an upcoming solicitation. Vendors are prohibited from communicating with state employees regarding this matter prior to the release of the solicitation. The solicitation will provide a forum and include procedures for submitting questions to the State.

The Illinois Department of Central Management Services will issue a request for proposal (RFP) for a comprehensive design and progressive implementation of a statewide permitting, licensing and registration solution. Statewide consolidation of license/permit management is a strategic initiative. One of the key objectives of Governor Rauner is “One-Stop” for businesses and citizens that includes bringing online services into a single portal, with unified licensing as a major component. Currently there are more than 50 license and permit applications across agencies, with many ancillary systems and spreadsheets. The project will replace these over time with a standard enterprise solution featuring an underlying common foundation with a single payment engine, single customer account, common digital identity and authentication method, reusable components, and supporting technology. The State is open to flexible funding approaches including self-funding, and is also open to hosted/cloud solution as well as managed services. Over the duration of the master contract, multiple SOWs are expected to be executed focusing on phased implementation, along with requirements gathering, design & blueprint, process optimization, architecture services.

•Mandatory pre-submittal conference to be scheduled in Springfield/Chicago
•Phase 1/quick-win solution deployment (anticipated go-live) December 2016
•Phase 2 solution deployment (anticipated go-live) June 2017
•Contract term expected to be 6 years initial + 2 possible extensions of 2 years each
