|The Illinois State Police Merit Board (ISPMB), pursuant to 30 ILCS 500/35-30 is giving notice of an exception from a Request for Proposal procurement method for a contract of Professional and Artistic services.|
As the SPO for ISPMB, I authorize the exception from 30 ILCS 500/35-30. I have discussed the content of these procurements, and as authorized by Section 35 of the Illinois Procurement Code, I hereby grant an exception from the requirements of Section 30 of the Code for the following Illinois State Police Merit Board purchase: Procurement #22038575 with Thomas Johnson (Johnson, Jones, Snelling, Davis and Gilbert) – at a rate of $ 200.00/ per Hour and Not to Exceed $ 19,999.99. The term of purchase will be for 05/18/2016 to 12/31/2016.
Exercise of the exception is appropriate as the contract is nonrenewable, one year or less in duration, and has a value of less than $20,000. The contracted services are professional and artistic in nature, requiring the full confidence, trust and belief of the ISPMB in the ability and talent of the individuals performing the services.
This procurement is for a disciplinary hearing officer for sworn personnel. The hearing officer is responsible for preparing written decision based on evidence presented and applicable law. Must be able to take all necessary action to avoid delay in the scheduling and conducting of hearings, maintain order, and ensure development of clear and complete record. Requires experience in handling administrative hearings and knowledgeable with respect to administrative procedures. Must be an attorney licensed to practice law in the state of Illinois. Travel expenses shall be reimbursed according to the guidelines established by the Department of Central Management Services Travel Board. Compensation for Hearing Officer services rendered will be at a rate of $200.00/per hour - not to exceed a sum total of $ 19,999.99.
