On behalf of the Illinois Department of Employment Security (IDES), Central Management Services is giving notice of intent to amend an existing DES contract with First Data Government Solutions (FDGS) to extend the term through September 30, 2010. The current contract provides technical and professional services related to the Illinois Benefit Information System (IBIS), Telephone Certification System (Teleserve) Upgrade Project. Implementation of IBIS/Release 4 has been delayed due to unforeseeable circumstances (e.g., high unemployment in the State and federal extended benefits programs), and the Teleserve project schedule must now align with the overall IBIS schedule. Also, contract scope has changed to include additional work effort to support the federal Economic Stimulus Package requirements. Teleserve is a critical part of the Unemployment Insurance benefit payment process. It is the primary means by which active UI claimants certify [utilizing Interactive Voice Response (IVR) technology] as to their continuing eligibility for benefits.

The original sole source contract was published on 05/29/08 (IPB Ref #22015147), and an initial extension through 10/31/09 was published on 03/20/09 (IPB Ref #22016488).
First Data Government Solutions developed Teleserve using a proprietary methodology. Due to the proprietary nature of the software on which Teleserve is based, contractor possesses the highly specialized knowledge and expertise. Moreover, FDGS is the only entity with the knowledge, background and experience with the Teleserve software application to accomplish the work and has the experienced consultants with critical knowledge needed for the upgrade work. Critical changes to existing contract are necessary and best accomplished by contract holder.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendor’s ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice.

Estimated/Actual Value Description:
Estimated value is based on change in scope to include additional work effort to support the federal Economic Stimulus Package requirements, as well as to accommodate the new implementation schedule for the IBIS Project which has been delayed to June 2010. The proposed pricing is based upon milestone deliverables and remains at the same rates under the original contract. This pricing is consistent with rates for other software development projects requiring similar skills and experience.
