Overview

Description and Specifications:
The Vienna Correctional Center’s Power House (Bldg. No. C1104) has a leaking de-aerator tank which feeds warmed water into two boilers that provide heat and hot water to the entire institution. Further deterioration and/or failure of the de-aerator tank could result in a complete shut-down of the facility. Additionally, the Illinois State Fire Marshal notified the Illinois Department of Corrections that the de-aerator tank needs replaced immediately in order to obtain a valid inspection certificate and to avoid fines and other potential legal ramifications. Temporary measures in conjunction with a design and installation of a new de-aerator tank are needed immediately in order to minimize serious disruption in critical state services and to protect against the threat to public health and safety should someone be in the vicinity of the tank when a complete failure occurs. The CDB has enlisted the A/E services of Hurst-Rosche, Inc. to provide Engineering services and construction services from Rend Lake Plumbing & Heating Co., Inc. to make the necessary repairs and replacements. Estimated/Actual Value Description:The scope of work provides for A/E services to design and observe the replacement of the existing de-aerator tank, heater, controls, and ancillary feed-water components. A bank of windows at the back of the Power House will need to be removed and replaced for access. Minor demolition and replacement of existing utilities, conduits, or other services is expected. Asbestos abatement will be required on the existing tank, piping insulation, or other items. The scope of work also provides for construction services to provide labor and material for the permanent de-aerator replacement work including any asbestos abatement, as specified by the architect/engineer of record and approved by CDB. Additionally, the scope provides for renting and installing a temporary de-aerator tank so that the boilers can continue to operate while the permanent replacement work is being designed and installed.
