The Department of Natural Resources implemented and outsourced an automated license and permits system (DNR DIRECT) in 2006. The system is a fully-integrated network of Point of Sale (POS), telephone (TSS), and web-based sales (WSS) of selected outdoor recreation and commercial privileges. DNR DIRECT provides customers with a convenient way to purchase privileges and the DNR with an effective method to enforce licensing regulations and to collect and manage fees associated with these privileges. The current version of DNR DIRECT sells annually more than 100 types of privileges with current sales of approximately 2.0 million privileges; sells annually approximately 34,000 camping reservations and approximately 150,000 vehicle renewals; processes annually approximately 200,000 harvest reports; and sells annually approximately 30,000 museum entrance tickets.
The sole economically feasible source contract will allow for continued service of the DNR DIRECT system providing hunting and fishing privilege sales, renewal of watercraft and snowmobile, camping reservations, and Illinois State Museum entrance tickets sales.
The existing contract expires 9/30/2017. The Department of Innovation and Technology is finalizing procurement of a statewide licensing system to eventually replace DNR DIRECT, however, the DNR need as part of that project will not be fulfilled before termination of the current sole economically feasible source contract.
The impact of a break in services would be the loss of substantial revenues generated, estimated $100 million annually. The Agency would lose the U.S. Wildlife and Fish dollars that support hunting and fishing component of the program. The integrity of State records will be sacrificed, as the Vendor maintains the customer data.
