Description and Specifications:
The Illinois Student Assistance Commission (ISAC) is seeking to procure media coverage to market its prepaid tuition program, College Illinois!® with Chicago Public Radio WBEZ.

College Illinois!, is administered by the Illinois Student Assistance Commission. The federal government has authorized states to administer 529 programs like College Illinois! to help families save and pay for college in a tax advantageous way. The marketing agent's role is to help program administrators educate and inform the public about this program and promote enrollments so the program will continue to grow.

Advertising through media outlets is needed to supplement the efforts of in-house staff. Purchasing media placements directly rather than through our advertising agent will save 15% of the costs of every buy

A widespread marketing and public relations initiative results in expanded public awareness of the benefits of prepaying college tuition. Another benefit is increased program participation, an important factor in improving the financial soundness of the program for current and future participants. As long as the program is financially sound, state backing in the form of additional funds will not be required.

Sole Source Only Justification:Sole source is the only option, after doing research on the demographics. The desired demographic is parents, grandparents and family members who would be interested in purchasing College Illinois! contracts for their kids or grandkids as a savings vehicle for college tuition.

This station has wealthier and more educated listeners. It also appeals to the 30 plus age range. This station also hits a specific geographical region as well and has a unique popularity so it can reach a great number of listeners for the dollars spent.

The way to reach this geographical and socio economic demographic is by using the above named vendor. If a competitive solicitation was used, ISAC may not be able to get this specific market. The price is reasonable and weighed into the decision to use this medium.
