Description and Specifications:
The Department of Commerce and Economic Opportunity (DCEO) is giving notice of intent to award a contract with Dun & Bradstreet (D&B) for access to the D&B Market Insight data information service, DNBi data information subscription service, Dun & Bradstreet Material Change, D&B duplicate of State file, and D&B Direct. DCEO needs this informational access to acquire proprietary business intelligence developed out of the D&B DUNSRight system. D&B is the sole provider of the D&B web-based systems, DNBi and D&B Market Insight, D&B Material Change, D&B duplicate of State file, and D&B Direct.

A hearing is scheduled for 2:00 p.m. on December 27, 2017 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. Request for a public hearing by an interested party or written comments shall be made by Friday, December 22, 2017 at 5:00pm to:

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearing may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.

Sole Source Only Justification:Dun & Bradstreet is the only vendor that can provide these unique services. There is not another product on the market that could be purchased that would be able to compare to the information and utilities contained within D&B Market Insight, Financial Stress Score and DNBi. The supply or service was previously procured by the agency in FY11 as part of an open bid format in which there was no competition nor objections. The model and all the information contained within D&B's database has passed through DUNSRight Quality Process, driving greater accuracy, completeness, timeliness and consistency. One of the primary reasons predictive scores are so powerful is the quality of the information used in their development.
The models were developed using state-of-the-art statistical modeling techniques to select and weight the data elements that are most predictive of business failure. The resulting models are mathematical equations that consist of a series of variables and coefficients (weights) that have been calculated for each variable. Model development involves selecting data available at the time of observation that will indicate how the business is expected to perform over a certain period of time. From the observation window data, D&B performed extensive data analysis to determine those variables which are statistically the most significant factors for predicting financial stress and calculate the appropriate weights for each. Only D&B, with its access to a vast database of approximately 27 million quality U.S. business records, is uniquely qualified to demonstrate this impact. D&B identified hundreds of predictive variables from evaluating a combination of both good and bad performing businesses in the D&B database.
