|DFPR is seeking to secure a Sole Source contract with MicroPact Global, Inc. to implement the Online Module in ILES (Integrated Licensing & Enforcement System). Implementing the Online Module will allow the agency to accept applications for licensure for our regulated professions electronically. The will drastically reduce resources necessary within our current paper-heavy and time-consuming process.|
A hearing is scheduled for 2:00 p.m. on June 8, 2016 at the Stratton Office Building, 401 S. Spring St., Room 510, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.
After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.

|ILES uses MicroPact's proprietary software. Part of this software is their Online Module which DFPR began planning for in FY13-14 (Online Project Phase 1). Although we were unable to pursue Phase 2 of that project, we will now be able to build on the enhancements put in place during Phase 1. This sole-source contract maintains technical support/warranty, compatibility of product, familiarity of vendor with our processes, and allows the agency to begin working on the project relatively quickly. DFPR oversees 60+ professional groups, and does so by a license to use MicroPact's software. Attempting to make the online changes through a third-party product would void the licensing agreement, and run the risk of incompatibility with ILES. Any replacement product would have to be extensively modified to accommodate DFPR's needs.|
