The Illinois Department of Central Management Services is giving notice of intent to extend the end date of contract CIC9381030 to March 31, 2010 to allow for the use of all 2080 hours allotted in the contract.
Contract CIC9381030 was awarded as a result of a sole source procurement with Motorola (refer to PBC 38103, IPB notice 22016011). The contract was executed 12/29/08 through November 30, 2009. However, trouble relocating to the Springfield area by the Motorola resource resulted in a 3 month delay in his start date. The terms of the contract allow for 2080 hours @ $91.00 per hour. Extending the end date to March 31, 2010 will allow BCCS to utilize all the available hours without increasing the dollar amount.

CMS BCCS owns and manages IWIN through a unique contractual partnership between the State of Illinois and Motorola. The network's purpose is to provide a fast, reliable and secure wide area data network to Public Safety Applications. The largest use of IWIN is by the law enforcement community which includes 12,000 users spanning the 102 counties in Illinois. CMS uses and maintains a Motorola message switch server which links the Law Enforcement Agencies Data System (LEADS) and other desired agency databases to the law enforcement personnel in the field wirelessly.
The Premier Mobile Data Computer (PMDC) products used by IWIN contain proprietary software developed and owned by Motorola. No other vendor has access to Motorola source code and Motorola has not authorized any other vendor to obtain such access. See attached validation letter supplied by Motorola.
Short term support is needed to augment existing staff during the RFP process and the planning for implementing the new solution.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendor’s ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice.
