|The Tollway seeks to enter into a sole economically feasible source contract with Deloitte to complete implementation services begun over a year ago and performed via an intergovernmental agreement (IGA) with DoIT. Deloitte is under contract with DoIT to provide implementation services, and the Tollway has utilized Deloitte services through the intergovernmental agreement with DoIT since June 7, 2016. Continuing with Deloitte to complete the implementation is the only economically feasible option the Tollway has. The Tollway has targeted a go-live date for ERP of July 1, 2018, and this sole economically feasible source is intended to complete the implementation underway for the past year, and provide implementation related post go-live support. An emergency procurement was published (IPB Reference #22041850) in the amount of $8,985,764 on January 12, 2018. This amount anticipated an extension of the emergency beyond 90 days, and reflected the total cost to complete the implementation. The decision to seek a sole economically feasible source contract instead of an extension to the emergency contract will reduce the value of the previously published emergency by $3,607,784 (equal to the value of the proposed sole source reflected here). |

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.
After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.
