Description and Specifications:
The Tollway seeks to enter into a sole economically feasible source contract with Deloitte to complete implementation services begun over a year ago and performed via an intergovernmental agreement (IGA) with DoIT. Deloitte is under contract with DoIT to provide implementation services, and the Tollway has utilized Deloitte services through the intergovernmental agreement with DoIT since June 7, 2016. Continuing with Deloitte to complete the implementation is the only economically feasible option the Tollway has. The Tollway has targeted a go-live date for ERP of July 1, 2018, and this sole economically feasible source is intended to complete the implementation underway for the past year, and provide implementation related post go-live support. An emergency procurement was published (IPB Reference #22041850) in the amount of $8,985,764 on January 12, 2018. This amount anticipated an extension of the emergency beyond 90 days, and reflected the total cost to complete the implementation. The decision to seek a sole economically feasible source contract instead of an extension to the emergency contract will reduce the value of the previously published emergency by $3,607,784 (equal to the value of the proposed sole source reflected here).

***NOTE: There is NO increase in the total anticipated expenditure reflected in IPB reference #22041850 (for the emergency procurement) via this sole source transaction; this transaction if approved will reduce the value of the previously published emergency under IPB reference #22041850 in an amount equal to the value of this proposed transaction.

The hearing will be cancelled, unless an interested party submits a written request for public hearing by Friday, March 16, 2018 at 4:00 p.m. to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.

After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.

Sole Source Only Justification:The Tollway recently declared an emergency for these services, and after discussions with the CPO, initiated a sole economically feasible source procurement process to seek to complete the implementation process.

The implementation of ERP services is part of a statewide initiative; Portfolio Record: P16-0112, Charter 1444: Statewide Enterprise Resource Planning (ERP) Program. The statewide ERP program is designed to streamline administrative functions and lay the foundation for efficient government. The goal of the program is to rapidly implement an industry-leading software (SAP) that will deliver a modern, integrated IT platform across finance, human capital management, and procurement for all participating agencies within the State of Illinois.
Following is a listing of the implementation services that are anticipated; however, additional services may be required from, or proposed by, the Prime Contractor to ensure implementation success in accordance with the Prime Contractor’s proposed methodology:
• Project management;
• Business Process Design;
• Configuration;
• Development (including custom reports, queries and forms; enhancements; automated workflow; integration and automated interfaces; and data conversion);
• Application Security Configuration;
• Internal Controls;
• Testing;
• Training;
• Documentation;
• Knowledge transfer;
• Organizational Change Management;
• Deployment (Rollout) Support;
• Production Transfer; and
• Support after Cut-Over (Post-Implementation Support).
