Description and Specifications:
The Illinois Secretary of State is giving notice of intent to award a contract as a Sole Source/Sole Economically Feasible Source to Reliable Environmental Solutions for the following: Professional Water Testing and Identification of Bacterial/Microbiological Condition Services.
A hearing is scheduled for 2:00 p.m. on May 18, 2018 at the Michael J. Howlett Building, 501 S. Second St., Room 116, Springfield, IL 62756. Call in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. Request for a public hearing by an interested party or written comments must be made by Wednesday, May 16, 2018 at 2:00 p.m. CST.
The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Wednesday, May 16, 2018 at 2:00 p.m. If a public hearing is requested, ILSOS shall present testimony for or against the awarding of a sole source contract. The purpose of this hearing will be to receive information from the public as to whether a contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the request to contract by the sole source procurement method.

Reliable Environmental Solutions has already visited and tested most all buildings on the State Capitol Complex, and to begin with a new firm that is not familiar with these conditions, could cost the state more time and money. These services are needed to determine the possible existence of Legionella Bacteria.
