Description and Specifications:
The Illinois Veterans’ Home in Quincy provides long term skilled nursing care to approximately 380 elderly persons and employs over 500 direct care and support staff. The Home has continued to experience Legionnaires' Disease outbreaks despite remedial efforts that have taken place since 2015. To date there have been 13 deaths and more than 60 ill residents and employees at the Home. Options have been explored and the most expedient solution was found to be the acquisition and renovation of a vacant existing facility in the vicinity, formerly known as Sycamore Healthcare, at 720 Sycamore Street in Quincy, Illinois which has been closed for over a year. The Department of Veterans’ Affairs requests that the Capital Development Board procure vendors under emergency purchases to assess and repair numerous general, civil, plumbing, HVAC and electrical items at 720 Sycamore Street to allow for the relocation of Quincy Veterans' Home residents while further remedial efforts take place at the Home.This project began through the emergency selection of an Architect/Engineer (“A/E”); this exempts the selection from a 14-day solicitation required through Qualifications-Based Selection (“QBS”). Considering the time frames needed for the selection, negotiation and execution of A/E contracts followed by bidding and award procedures, renovations at 720 Sycamore Street under the existing processes would likely not begin for several months. For this reason, emergency purchases are necessary to protect against the threat to public health and safety and to prevent or minimize serious disruption in critical State services. DLR Group, Inc. was selected because they are an architectural firm with a wide range of expertise, substantial resources at their disposal and good prior performance on previous CDB projects. Additionally, they have worked with CDB on projects utilizing a Design Assist or fast track approach for delivery where design and construction are carried out concurrently under separate contracts.

Estimated/Actual Value Description:The scope of work provides for correcting identified code violations and making basic improvements to allow the Illinois Department of Veterans' Affairs to occupy the building as quickly as possible. Asbestos abatement may be required. This project has a six month expedited design and construction schedule and will require substantial on-site observation in order to monitor construction progress and cost. Incorporated documents include the March 2009 Standard Documents for Construction & Supplement and the March 2009 Design and Construction Manual & Supplement. Services provided under this procurement should not exceed $50,000.00, which is a place-holder prior to the negotiation of a Professional Services Agreement, without prior authorization from the Capital Development Board in consultation with the Chief Procurement Office.
