Description and Specifications:
On behalf of the Illinois Department of Public Health (IDPH), the Illinois Department of Central Management Services is giving notice of intent to purchase annual maintenance, support and upgrades for the Illinois Breast and Cervical Cancer Program (IBCCP) components of the Cornerstone Data System from the Illinois Primary Health Care Association (IPHCA):
The IPHCA manages statewide health care data for various Department of Human Services and Department of Public Health programs. The IPHCA also provides help desk services, infrastructure support and equipment refreshment for the 37 IBCCP Lead Agencies to capture critical Federally mandated Program data.
Contract start date is an estimate. Actual start date will be no sooner than last signature on contract or execution, whichever occurs last, but not prior to notice expiration date, and will expire on 06/30/2010.

Sole Source Only Justification:IPHCA has sole proprietorship over the communications infrastructure, technical expertise, systems licenses, and human resources required to support the Cornerstone Data System. IPHCA provides training on system procedures, supplies, installs, and supports the system technical infrastructure. IPCHA also maintains and operates a sophisticated help desk structure which links system users with software specialists, technical consultants, and State of Illinois staff. Transition of this support to another vendor, presuming one exists, would result in significant service interruption due to the enormous task of shifting ownership, re-establishing procedures, purchasing equipment and building knowledge. Costs associated with a service transition would greatly surmount any cost-savings realized by selecting another vendor through a competitive bid.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendor’s ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice.

Total Amount of Award:$75,000.00 (Total Dollar Value Only/Includes Any Renewal Options)
Estimated/Actual Value Description:The proposed FY10 budget is limited at $75,000. $50,000 will be paid with federal funds and $25,000 in General Revenue Funds (GRF) for maintenance of the IBCCP components. The budget allows for 938 hours of software support, testing and quality assurance, application and development at a blended hourly rate of $80. This blended hourly rate is reasonable, based on comparison to other contracts for programming and system maintenance services.
