|Illinois State Board of Education (ISBE) is giving notice of intent to award a contract as a Sole Source to: Council for Chief State School Officers (CCSSO).|
CCSSO is a nationwide, non-partisan, and non-profit membership organization. Membership is open to state education leaders from every state in the nation. Part of the membership includes access to the State Accountability network. States that elect to join the State Accountability Network have access to a variety of support services offered by CCSSO and their partners, the National Center for the Improvement of Educational Assessment, Inc., dba "The Center for Assessment". These support services include the management of a state specific technical advisory committee comprised of state and national experts in assessment and accountability, research in accountability best practices, and networking opportunities for state education agency staff to collaborate with other states and technical experts in order to develop accountability plans that represent best practice in the field and compliance with federal mandates under the ESSA.
A public hearing is scheduled for:
DATE: July 12, 2017
TIME: 2:00 PM Central Standard Time
LOCATION: Springfield, Room 511 Stratton Office Building, 401 S. Spring Street and via video-conference with Chicago - James R. Thompson Center, Suite 9-035.
The scheduled hearing will be canceled and a sole source contract will be awarded on that date unless an interested party submits a written request for public hearing by noon CST on July 7, 2017.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearing may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing.

When a hearing is requested by an interested party, a sole source contract may be awarded after the hearing is conducted, subject to review and written approval of the Chief Procurement Officer.
