Description and Specifications:
The Illinois Department of Healthcare and Family Services (HFS) along with the Illinois Departments of Human Services (DHS) and Children and Family Services (DCFS) is entering into a contract with Chrysalis Consulting Group to maintain the single, centralized point of access for the Screening, Assessment and Support Services (SASS) Program. The SASS Program was developed by HFS in collaboration with DHS and DCFS in direct response to the Children’s Mental Health Act of 2003, which required all Medicaid eligible children to be screened prior to being admitted to an inpatient psychiatric hospital. The SASS Program serves children and youth, in the State of Illinois and its contiguous counties, experiencing mental health crisis and who may be in danger of harming themselves or others.

Crisis and Referral Entry Service (CARES) is the centralized point of access and referral for the statewide SASS system. In addition to providing a single, toll free crisis line to access services, the CARES vendor performs an acuity assessment to determine clinical need, enters eligibility directly into the State’s Recipient Database and links youth to the most appropriate service by either dispatching a SASS provider nearest to where the child is located to respond to a crisis situation or by providing the referent with the contact information to another community/mental health provider.

Chrysalis Consulting Group received the highest final score for technical evaluation and price.
