Description and Specifications:
The Illinois Department of Central Management Services (CMS) on behalf of The State of Illinois, is giving notice of intent to award a contract to Ali Group North America d/b/a Aladdin Temp Rite LLC. as a sole source for Plastic Tray Inserts Approved Brand.

The contract will be made available for use by all State Agencies, boards and commissions under the governor and for all governmental units eligible to participate in the joint purchasing program.

There are no renewal options.

The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Friday, 11/27/2017 at 5:00 p.m. to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer for General Services may approve the purchasing agency’s request to contract by the sole source procurement method.

Sole Source Only Justification:The State of Illinois requires disposable plastic tray inserts and reusable dishware items such as mugs, bowls, lids and various dish sizes to be used in the existing food delivery systems to maintain compatibility by State residential institutions.

These inserts and reusable products are exclusively manufactured by Aladdin Temp Rite and specific to the food sanitation systems currently utilized by the State. This contract will allow the agencies to procure inserts that fit their existing Aladdin food delivery systems at a constant price.

Meals are provided by the food delivery systems to accommodate patients that are not able to travel through the cafeteria line. Food may be prepared ahead and stored in the refrigerator or kept warm until serving time. Furthermore, for compatibility purposes the inserts/reusable dishware are designed to prevent spillage by nesting and fitting in conjunction within the compartmental sections during transport to our Veterans as well as other State client population.

The purchase of these items are critical to life, health and safety in the agencies.

The pricing structure will be a price per case with the vendor identifying the quantity of items per case.

The contract will made available for use by all State Agencies, boards and commissions under the governor and for all governmental units eligible to participate in the joint purchasing program. There are no renewal options.
