Description and Specifications:
The Department of Natural Resources is utilizing an Emergency Quick Purchase to permanently repair fiber optics and replace a control panel at Jake Wolf Memorial Fish Hatchery, Topeka, IL. A lightning strike in 2015 permanently damaged the existing control panel which is used to monitor water levels at several fish rearing tanks. Also, site personnel are no longer able to monitor production rates and flow rates at each of ten water supply wells. Although a small purchase contract temporarily repaired the equipment, site conditions have continued to deteriorate. Under its present condition, monitoring capabilities of hatchery operations are severely limited thus jeopardizing the fisheries resource and associated State revenues. Immediate action is necessary to replace damaged fiber optic cabling, restore automated monitoring and control systems for hatchery operations, and avoid loss of federal funds.

These emergency services are being procured in accordance with 30 ILCS 500/20-30 and 44 Illinois Administrative Code 1.2030 c)5 and d).

Emergency Justification:A multi-million dollar capital project (administered through the Capital Development Board) was initiated several years ago which would address many of the communication, monitoring, control and alarm systems issues at the fish hatchery. However, due to the budget impasse, this project has stalled. Since that time, the conditions at Jake Wolf have continued to deteriorate, threatening the fisheries resource. Furthermore, a lightning strike permanently damaged the existing control panel which is used to monitor water levels at several fish rearing tanks. Without this capability, site staff are unable to determine water levels without physically looking to see if the water level is normal. In addition, site personnel have lost automated communication with the ten water supply wells. Site staff are currently manually monitoring these water levels, well production and flow rates, 24/7, to maintain hatchery operations. This is a massive undertaking and has increased the risk of potential loss of fish in production valued at approximately $1.3 million. Under its present condition, monitoring capabilities of hatchery operations are severely limited thus jeopardizing the fisheries resource and associated State revenues.

Without this procurement the loss of Federal funds will result if not completed. The Sport fish Restoration Initiative is a long-standing match grant between the US Fish and Wildlife Service and the State. It is a 75%: 25% Federal to State grant. Monies into this fund are from a 15% excise tax on fishing equipment purchased by anglers. Those tax dollars are returned to the state based upon the number of licenses sold each year.

This project will only address emergency work to restore automation to control panel and monitoring systems and replacement of damaged fiber optic cabling.
