|Greetings from the BidBuy Team. The State of Illinois will be launching our Pilot Phase (aka Phase One) of the BidBuy eProcurement system on July 17, 2017. |
BidBuy will go live with a three phase approach.
• Phase One – On July 17, 2017, a few select Pilot Agencies (CMS, CPO-GS, Department of Aging, Department of Human Services and Department of Transportation) begin using BidBuy for all procurement types except Releases off Master Contracts. This process will roll out relatively slowly and outreach efforts will be made to facilitate Vendor participation (a few “test” solicitations may occur to help State employees ensure they are familiar with the new process).
• Phase Two – CMS notifies all agencies when to begin using BidBuy to do their Releases off Master Contracts. (This ordering was formerly done through IGPS.) At this point, Master Contract Vendors will receive Purchase Orders from BidBuy.
• Phase Three – Agencies may use BidBuy for their other procurement types if they have completed the “Go Live” checklist for their agency.
Please note, CMS started some Phase One activity on June 19, 2017. Vendors may be contacted to assist to verify system processes and communications with “test” solicitations.
We expect Phase One to last approximately 90 days, but at this time we cannot confirm dates for Phases Two or Phase Three.
Most vendors will be familiar with our legacy Illinois Procurement Bulletin (IPB) website where solicitations and notices have been posted. As you can see, the transition from IPB to BidBuy will be gradual. As agencies transition to BidBuy in the coming months, their new solicitations will be posted in BidBuy – but to encourage your awareness of these solicitations we will be posting courtesy notices in the IPB as well. These courtesy notices will not have the solicitation attached. They will just notify you that you must go to BidBuy to see the new solicitation.
