The Illinois Department of Natural Resources (IDNR) and the Illinois Environmental Protection Agency (IEPA) are designated as Natural Resource Trustees for the State of Illinois. IDNR has an obligation to assess injuries to the state's natural resources and recover damages caused by environmental contaminants and to ensure that the public is compensated and natural resources are made whole for these injuries. This is known as a Natural Resource Damage Assessment (NRDA) claim, and its authority resides in several Federal laws including the Oil Pollution Act, Comprehensive Environmental Response, Compensation & Liability Act (aka Superfund) and Clean Water Act. Similar authorities for claim actions lie in State law as well.
This procurement is intended to support the ongoing efforts for large sites, typically investigated/remediated under the Federal Superfund (CERCLA) Law. Currently, the IDNR has four on-going, large, NRDA cases including: Sauget Industrial Corridor sites, New Jersey Zinc/Mobil Chemical site, Matthiessen & Hegeler Zinc site, and the Old American Zinc site These cases are in various stages of the remedial process, and in regards to an NRD/NRD-type assessment process, they are not resolved. This procurement continues those efforts. Vendor shall provide the following support services: Technical Assistance with Data Collection and Information Organization at Sites, Injury Determination, Comprehensive Damage Assessments, Economic Damage Determination, Restoration Identification, Assessment and /or Scaling Assessments, Case Management, and Litigation Support.
