This is a Hearing Notice of IL DCFS request for a 12-month, Sole Source contract with Northwestern University for expertise in child welfare systems per attached Sole Source Justification Form Part 1, below.

HEARING DETAILS: Wednesday, June 7, 2017
TIME: 2:00 PM
LOCATION: Room 511 Stratton Office Building, 401 South Spring St., Springfield, Il. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. The hearing will be cancelled, unless an interested party submits a written request for public hearing by June 2, 2017 at 5:00 PM to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.

After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.

By using Northwestern University to continue in this role, the State is able to leverage the current web-system and experience allowing providers to continue to use it for more programs and minimize the number of systems on which they must use and train staff. All providers currently use standard instruments that aid development and monitoring of treatment on an individual client basis. Aggregate data helps providers internally monitor quality assurance. Ongoing comparative data across agencies allows the Department(s) to evaluate program and system effectiveness. Baseline data provides documentation for the field at large of the effectiveness of clinical care. Northwestern has the most exclusive direct experience with collecting and analyzing data and reviewing case records for DCFS. The data they have collected in the past years is critical in fully utilizing the data that we can collect throughout the PIP program. The website allows us to integrate databases by allowing providers to enter data via the website. The result is an integrated capacity for data collection and analysis of information related to children with serious emotional disturbances and more profound behavioral healthcare needs.

At this time, no other provide in the State of Illinois has this experience or capacity or ability. It would also be more costly to utilize another provider. The State would need to expend more money to purchase the development and maintenance of a web-system. In addition, the amount of date currently being collected would be interrupted and gaps in data inhibit decision-making regarding the effectiveness of current treatment and decisions. With each passing month and year, with the initiation of new programs and with additional services requested by the department an conducted by this provider, the Department continues to realize savings in the form of invisible income and can conduct its services more efficiently without having to change direction midstream

Also, data regarding child and family progress over time will be used as a teaching tool to encourage ongoing monitoring of outcomes to facilitate case planning and decision making. Aggregated data on progress of cases can inform administrative teams about the relative effectiveness of different providers or of different placement or service types for addressing specific problems. Ongoing assessment can document overall effectiveness of policies, programs, and transformed practice over time. These expanding spheres of date influence will be implemented at all levels to prompt system transformation.
