Description and Specifications:
This Notice of Award evidences the State's intent to enter into a contract for Enterprise Resource Planning (ERP) implementation services with the most responsive and responsible offerors as determined by the evaluation criteria established in the RFP.

The Illinois ERP project will modernize finance, reporting, personnel and procurement administration for the State of Illinois. Today, there are over 400 independent and unconnected IT systems that support these functions across the State.

ERP is modern software used by leading organizations to improve the efficiency of administrative services. By implementing ERP software, the State will lay the foundation for better and more accountable government by:
o Modernizing and standardizing the accounting systems used throughout the State
o Consistently delivering financial statements in a timely manner
o Enabling statewide transparency, access to information, and swift decision-making
o Enabling State operations to receive a clean audit from the Auditor General
o Enabling the implementation of the Grant Accountability and Transparency Act
o Being a catalyst for statewide transformation of administrative services

The contract start date is an estimate. The actual date will be no sooner than the last signature on the contract.

Estimated/Actual Value Description:Due to the nature of the engagement it is not at this time feasible to determine the total price for the initial five year term of this contract. Offerors were asked to propose and submit prices for the first packet of work. The scope of subsequent packets depends on the outcome of this first packet and, therefore, cannot be estimated at this time. Because of this fundamental uncertainty only the price of the first packet of work is reflected in this Notice. The price of subsequent packets will be posted as soon as possible to the Illinois Procurement Bulletin as addenda to this Reference Number.


The cost of the first packet of work under this contract will not exceed $8,565,645.00.

Hosting services may be contracted for within the scope of the solicitation. As with the price of subsequent packets of work, if the State chooses to access hosting services through this contract the price of those services will be posted as soon as possible to the Illinois Procurement Bulletin as an addendum to this Reference Number.

This notice of intent to award and any subsequent contracts entered into pursuant to this notice are expressly conditioned on compliance by the awardees with the requirements of the Illinois Procurement Code. Any deviation from the requirements of the Illinois Procurement Code, including but not limited to actions giving rise to a conflict of interest or improper participation by an awardee in any other service or activity for with or on behalf of the State, may result in the rescission of the award and any subsequent contract at the exclusive discretion of the Chief Procurement Officer, in accordance with applicable law.

This solicitation contained a 25% BEP participation goal and a 3% Veterans participation goal. Since it is not feasible to determine the total price for the initial five year term of this project, it is therefore also not feasible to determine the percentage of BEP and Veterans subcontractor participation on this project. Accenture proposed 12% BEP participation and 2% Veterans participation for the first packet of work; Deloitte proposed 27% BEP participation and 3% Veterans participation for the first packet of work. The State will closely monitor the actual BEP and Veterans participation throughout the course of this contractual engagement as it becomes feasible to do so and will report the proposed BEP and Veterans participation percentages for subsequent packets of work as soon as possible via posting of addenda to this Illinois Procurement Bulletin Reference Number.
