Description and Specifications:
The State of Illinois, in accordance with Public Act 098-0008, was required to apply for participation in the Balancing Incentive Program (BIP) Under the BIP, the federal Centers for Medicare and Medicaid Services (CMS) provides an enhanced Federal Matching Assistance Percentage (FMAP) to participating states’ Medicaid spending on long-term supports and services (LTSS), on the condition that the enhanced federal payments be used to fund structural reforms in the states’ LTSS delivery systems. The State is required to implement the new interRAI tool and related software environment quickly, because it has made a commitment to the federal Centers for Medicaid and Medicare Services (CMS) to do so as a condition of Illinois’ participation in BIP.

Emergency Justification:Under BIP, the State received over $96 million in federal funding on the condition that it meet certain requirements, including the implementation of an assessment tool such as the interRAI CHA. The federal deadline to spend this funding is September 2017. The Department needs to have an assessment tool in place quickly and has indicated to its federal liaisons that the rollout of the tool will begin in January 2017. Based on this timeline, utilization of a commercial vendor with a largely off-the-shelf software product is the only workable means of meeting the State’s BIP commitments. If the Department fails to implement the interRAI CHA, the State risks losing $96 million in federal funds.

As part of this procurement, the State reviewed a list of commercial vendors licensed to sell software platforms that house interRAI products, and from that list it contacted vendors that had implemented assessment systems in other states or territories. Representatives of four state agencies—HFS, the Department of Human Services Division of Rehabilitation Services (DRS), the Department on Aging (Aging), and the Department of Innovation and Technology (DoIT)—observed product demonstrations from vendors who were able to present a largely off-the-shelf product, and the observers evaluated those vendors based on a number of factors. All scorers rated Momentum’s product as the highest of the four, and Momentum’s proposal places the cost of its product and associated services well within Illinois’ budget for this project.
