|Illinois State Board of Education (ISBE) is giving notice of intent to award a contract as a Sole Economically Feasible Source to: UChicago Impact.|
The purpose of this sole source is for UChicago Impact to provide a survey of learning conditions administered to students, teachers/staff, and parents in Illinois public schools.
IL SCHOOL CODE: The State Board of Education shall select for statewide administration an instrument to provide feedback from, at a minimum, students in grades 6 through 12 and teachers on the instructional environment within a school;
ESSA: ISBE will ensure that our school climate surveys meet the standards set forth in ESEA statutory requirements and are valid, reliable, comparable, used statewide in all schools on an annual basis, and can be disaggregated by student demographic groups.
The survey that has been developed by the current vendor has been customized to meets all statutory requirements and all ISBE needs.
A public hearing is scheduled for:
DATE: June 20, 2018
TIME: 2:00 PM Central Standard Time
LOCATION: Springfield, Room 511 Stratton Office Building, 401 S. Spring Street and via video-conference with Chicago - James R. Thompson Center, Suite 9-035.
The scheduled hearing will be canceled and a sole source contract will be awarded on that date unless an interested party submits a written request for public hearing by noon CST on June 15, 2018.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearing may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing.

When a hearing is requested by an interested party, a sole source contract may be awarded after the hearing is conducted, subject to review and written approval of the Chief Procurement Officer.
