|The Illinois Department of Public Health is giving notice of intent to award a contract as a Sole Source to: Medical Research Analytics and Informatics Alliance. Medical Research Analytics and Informatics Alliance (MRAIA), a non-profit entity, will serve as an agent of the State for the purpose of collecting public health reporting data from hospitals and healthcare providers, validating and aggregating the datasets, and supporting the transmittal of the datasets, in "meaningful use" format, to IDPH, local health departments and Centers for Disease Control and Prevention (CDC). This agreement leverages MRAIA's technical and subject matter expertise to assist eligible Illinois hospitals in submitting electronic laboratory reporting data (ELR), immunization data, syndromic surveillance data, and electronic case reporting data using the Public Health Node and software certified for meaningful use, and thus support the collection of public health data. MRAIA will monitor the temporal stability of datasets provided to the State through the Public Health Node and provide reports to the State on a regular basis, including but not limited to regularity of data feeds, timeliness of data included in feeds, completeness of data fields (i.e. age in proper range, chief complaint quality) and assessment of PHI included in messages. MRAIA also will develop and implement bi-diretional communication between the state and health departments when certain events, e.g. extensively drug resistant organism, are identified in the dataset and notification is needed to protect the health of the patient or public health; create a visit-level data mart from message-level syndromic surveillance data and perform analytics on the dataset with evaluation tools/software, including natural language processing and scripts in R and SQLA.|

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.
