Description and Specifications:
CMS is giving notice of the intent to award a contract as a sole economically feasible source to Deloitte Consulting LLP. Deloitte Consulting LLP will provide ongoing MyBenefits administration project management. Deloitte Consulting LLP has an in depth knowledge of CMS Bureau of Benefit operations and policies to effectuate project implementation. Continuity of services is critical as the Bureau of Benefits moves towards full implementation of the MyBenefits solution.

A hearing is scheduled for 2:00 p.m. on 10/18/2017 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by Friday, 10/13/2017 at 5:00 p.m. to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.

Sole Source Only Justification:CMS Bureau of Benefits continues to transition to the MyBenefits on-line platform for health and welfare benefits administration to administer four insurance programs for State Employee Group Insurance Program (SEGIP), College Insurance Program (CIP), Teachers’ Retirement Insurance Program (TRIP) and the Local Government Health Plan (LGHP) for local units throughout the State of Illinois. This solution requires interaction between existing Department of Innovation and Technology (DoIT) databases, the MyBenefits vendor’s database and payroll systems, dozens of State of Illinois agencies, universities and retirement systems, twenty-three payroll systems and more than a dozen insurance carriers, affecting close to 450,000 covered lives.

Due to the complexity of the programs offered and required interactions, it is necessary to utilize a subject matter expert that has managed other complex benefits management implementations, as well as ongoing project management. CMS Bureau of Benefits is experienced in managing the day-to-day operations of the administration of the State’s benefits, but not experienced in implementation and management of a third-party Custom Benefit Solution administration vendor. Deloitte Consulting has intimate knowledge of bureau operations and systems to address the inevitable issues that continue to come up during implementation and use of another consultant would not be economically feasible at this time.
