|The Illinois State Board of Education (ISBE) Information Technology Division (IT) seeks to award a Request for Sealed Proposal (RFSP)to three vendors (Bowsher Information Systems (McNamara and Watson), MSF&W (Peck) and SEA Group(Reddy)) to acquire four (4) software developers on a time and materials basis to assist in the development and maintenance of extant and future data systems as they pertain to Special Education related projects. These contractors will work cooperatively with ISBE to provide continual enhancements, ongoing system maintenance and assist with the implementation of the Individualized Education Program (IEP) Special Education Tracking and Reporting (I-Star) development project. The Special Education Project Portfolio includes a series of related efforts that will enable state policymakers, educators, learners, and members of the public to access information more quickly and easily to support and improve state and local resource allocations, instruction, and learner outcomes. The Special Education data system expansion and enhancements produced as part of these projects will be used in making data-driven decisions to improve student achievement. The linking of the Special Education data with student and educator data already collected and stored in the ISBE Data Warehouse will provide a critical data link that is currently missing. |
The initial term of these contracts shall not exceed $634,000 (Bowsher Information Systems:$312,000 MSFW:$170,000 and SEA Group:$152,000) without a formal change order.
This award has a BEP goal of 20%.
This award has Veterans Small Business goal of 3%.
