Description and Specifications:
The Department of Healthcare and Family Services is purchasing the software product XIM and the technical support and other related services to develop a modernized referral case management system.
The Chief Procurement Office for General Services will hold a public hearing to hear testimony and receive comments on the proposed contract as described in the attached document.

During the public hearing, the purchasing agency may present testimony justifying the procurement method. Any interested party may present testimony for or against the sole economically feasible source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether awarding a sole economically feasible source contract is appropriate. Formal rules of evidence will apply. Hearing may be recorded in order to aid production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.

Sole Source Only Justification:
There is no other comparable software in terms of meeting the requirement of integrating with OIG’s existing DNA Predictive Modeling System and being compatible with Link Explore Enterprise—the web based network relationship exploration tool. Xanalys Ltd.’s XIM software is the only product that can meet the OIG’s need for the following major reasons:
XIM is the only investigative case management software available today that provides a direct connection and an equivalent interface to Link Explorer link analysis software, which OIG has utilized in its network linkage analysis processes and has integrated into the DNA Predictive Modeling System. XIM can utilize the same database structure and same types of query/selections developed through the Link Explore network analysis tools. The advantage is time saving for system developers and training for the users.
XIM is also the only investigation software on the market today that allows a dual investigative path, a feature required by OIG. A dual path allows investigators to move traditional fraud investigations into major case management (MCM). MCM enforces additional processes and methodologies within an investigation in cases of higher complexity. The dual path is essential to ensure that the most serious cases are handled and investigated with the most oversight, which will increase the likelihood of prosecution and recovery.
