Description and Specifications:
The Illinois Workers' Compensation Commission ("IWCC") is giving notice of intent to award a contract as a sole source to The Workers Compensation Research Institute ("WCRI") for inclusion in its CompScope Benchmarks and CompScope Medical Benchmarks reports. The annual CompScope reports measure the performance of the largest workers’ compensation systems. The IWCC requires data from the CompScope reports for monitoring the effects of changes within the State of Illinois workers' compensation system and making comparisons to the workers' compensation systems of other states.

The Chief Procurement Office for General Services will hold a public hearing to hear testimony and receive comments on the proposed contract.

Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. The hearing will be cancelled, unless an interested party submits a written request for public hearing by August 18, 2017, at 5:00 PM to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.

After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.

Sole Source Only Justification:WCRI is an independent not-for-profit research organization that offers statistical, economic, and legal analysis on workers’ compensation systems. WCRI's CompScope reports provide the only multi-state benchmarking program for measuring the performance of different state workers’ compensation systems, how they compare with each other, and how they have changed over time. The CompScope reports study more than 22 million claims filed in 18 states that together represent about 65 percent of the nation’s workers’ compensation benefits paid. WCRI is the only organization that possesses the data sources and analytic capability to conduct multi-state comparisons of the nation’s largest state workers’ compensation systems. No other organization compiles this data and it could not be readily duplicated.
