|The Illinois State Board of Education is giving notice of intent to award a contract as a Sole Economically Feasible Source to: New Meridian Corporation.|
Since the 2001 reauthorization of the No Child Left Behind Act, states have been federally required to annually assess the achievement of students in grades 3-8 and grade 11 in English/language art and mathematics. In order to ensure that these assessments are a meaningful measure of student learning and college and career readiness, Illinois partnered with several other states to form the PARCC consortium. The consortium then lead the effort to develop a next-generation, computer-based student testing program aligned to a newly adopted, common set of college and career ready learning standards in English language arts and Mathematics (PARCC assessments). The consortium states have administered three years of PARCC assessments, developing a strong baseline of data to assist states, school districts, teachers and families understand student achievement and growth in an effort to better assist students in the classroom. The Vendor will provide Grades 3-8 Summative Assessment Development, Content Management and Technical Services to implement and manage the next phase of the high-quality PARCC assessment system. ISBE must have access to the test content and forms to fulfill its federal accountability requirements.

The scheduled hearing will be canceled and a sole source contract will be awarded on that date unless an interested party submits a written request for public hearing by noon CST on October 13, 2017.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearing may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing.

When a hearing is requested by an interested party, a sole source contract may be awarded after the hearing is conducted, subject to review and written approval of the Chief Procurement Officer.
