The Agency is seeking to contract as Sole Economically Feasible Source with Shawnee Health Service Development Corporation. This contract will be for IT Training and Support for Care Coordination Units, allowing the Agency to continue with the current Vendor, while waiting to transition to a new system being developed by the Agency.

This contract is vital to the health, safety, and welfare of the Community Care Program participants. The Shawnee Alliance Information System is the program participant tracking system for Community Care Program Service Providers and Care Coordination Units. It also encompasses the Case Management Information System (CMIS) and the Client Forms Manager (CFM) used by Care Coordination Units.

A hearing is scheduled for 2:00 p.m. on June 7, 2017 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. Request for a public hearing by an interested party or written comments shall be made by Friday, June 2, 2017 at 5:00 p.m. to:

The hearing will be cancelled, unless an interested party submits a written request for public hearing by June 2, 2017 at 5:00 p.m. to the notice contact listed above.
If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public regarding whether a sole source award is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at the hearing.

After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency's request to contract by the sole source procurement method.

Sole Source Only Justification:The Agency is developing an internal system that is anticipated to be in use by the end of FY 2018. This contract is to meet the needs of the Agency and Community Care Program Provider and Care Coordination Unit Network during this transition.

Purchasing of another system during the transition would involve unnecessary cost to the Agency. First, the Agency would have to pay a new Vendor for data conversion, and, potentially, pay for another conversion of data to the statewide system. Furthermore, costs to train a network of service providers and care coordination units on a new system would involve Agency staff time and any applicable costs from the new Vendor. This would be dually burdensome as the Agency will need to, again, train the network of Service Providers and Care Coordination Units for the statewide case management system.
