Overview

Description and Specifications:
All Community Action Agencies that provide Low Income Home Energy Assistance Program (LIHEAP), Illinois Home Weatherization Assistance Program (IHWAP), and Community Services Block Grant (CSBG) funding are members of IACCA. The Illinois Association of Community Action Agencies (IACAA) has previously provided the services required by based upon a grant award. Due to the provisions of the GATA, DCEO is now required to procure these services via contract. IACCA has assisted OCA with these projects along with others on a yearly basis. OCA and IACCA continue to partner together to assist the CAA network. Due to IACCA’s extensive historical knowledge of the network and it’s needs, it is able to provide direct service and professional development to advance the work of Community Action.

IACAA will provide the following services:

Network Convening
IACAA will host network round-tables to discuss policy and emerging issues. Coordinate Community Service Block Grant (CSBG) organizational standards working groups. Collaborate with DCEO on policy changes and statewide initiatives (e.g., Government Accountability and Transparency Act (GATA) roll-out, budget impasse implications)

Needs Assessment
As required, IACAA will facilitate and coordinate agency assessment field work and peer review of assessment findings.

Training & Technical Assistance

IACAA will provide training to build capacity across the network; topics may include new staff orientation, Results Oriented Management & Accountability (ROMA), Two-Generation Approaches, Board Training, and potential other trainings as deemed necessary by DCEO.

A hearing is scheduled for 2:00 p.m. on June 21, 2016 at the Stratton Office Building, 401 S. Spring St., Room 511, Springfield, IL 62706. Call-in information for those unable to attend in person will be provided upon request. Interested parties wishing to request a hearing or submit comments must do so in writing and submit their request to the notice contact. If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. The purpose of the hearing will be to receive information from the public as to whether contract award by Sole Source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing. After consideration of the testimony, the Chief Procurement Officer may approve the purchasing agency’s request to contract by the sole source procurement method.

Sole Source Only Justification:IACAA has been the Illinois entity that has successfully performed the administrative, support, training, technical assistance and reporting of the OCA outreach activities since the Agency was established.

The CSBG Act requires eligible entities to conduct local community assessments and prioritize the causes and conditions of poverty to be addressed by the entity. Eligible entities commonly identify both improving economic conditions for adults and preparing children and youth to reach their full potential as key conditions of poverty. The Federal Government encourages states, territories, tribes, state Community Action Agency Associations and eligible entities to implement two generation approaches (described below) to serving children and parents together to increase family economic security and wellbeing.

The Community Services Block Grant (CSBG) Network consists of several types of organizations that administer and/or support services designed to eliminate the causes and conditions of poverty in the United States.

These organizations include:

State CSBG Agencies that act as lead agencies for purposes of administering CSBG


State Community Action Agency (CAA) Associations that provide training and technical assistance (T/TA) to local CSBG eligible entities to enhance their capacity to carry out the mandate of the CSBG Act and measure results

Coordination and delivery of services and strategies to low income communities;

Provide Training & Technical Assistance (T/TA) in the areas of data collection, legal issues, financial management, administrative governance, and performance measurement.

IACAA has previously provided these services based upon a grant award.
