This procurement is for medical supplies that are no longer on the state master contract, at the Illinois Veterans’ Homes. CMS only awarded 14 lines of the 182 that were solicitated.
Criteria #1 The procurement is critical to the health and safety of the residents of the members of the Illinois Veterans' Homes. The Homes are a 24 hour around the clock direct care facilities.
Criteria #2 - The procurement may cause the loss of federal funds if not completed. The Federal Veterans Administration monitors and reviews the activities of the Illinois Veterans’ Homes. If the facility is not kept up to certain standards the home may be cited and fined, lose federal per diem or be closed down. IDPH can have findings of neglect if the Homes do not meet the standards of care.
Criteria #3 The procurement fulfills a legal or contractual commitment of the State of Illinois to other third parties. Upon acceptance of a resident at one of the state managed veterans home the State of Illinois is contracting to provide the best possible care which includes medical care, proper nourishment, social interaction, environment etc.
Criteria #4 The procurement is time-sensitive and critical to the mission of the agency, and special consideration is required due to the best interest of the State. The Illinois Department of Veterans’ Affairs mission is to assist veterans, their dependents and survivors in obtaining the benefits to which they are entitled; to evaluate and approve education and training programs available at colleges, universities and vocational training centers; to provide skilled nursing and domiciliary care for eligible veterans; and to administer state grants and benefits to Illinois veterans. The Department of Veterans’ Affairs operates four veterans’ homes. The goal of each home is to rehabilitate each resident to the maximum attainable level of independent functioning by using all necessary governmental and community services and therapies, and to provide a comfortable, safe, and sanitary environment that is conducive to personal happiness.
The Illinois Veterans’ Home needs to ensure that medical supplies are available for the health and safety of our veteran residents there is adequate and set standards to the items that are ordered.
