Emergency Justification:The Department of Human Services, Elizabeth Ludeman Center, requires an emergency purchase to establish a contract with a vendor to install eight large, temporary electric heaters, including labor and materials, at the stores warehouse located at the Tinley Park Mental Health Center.

The Tinley Park Center has closed. The main kitchen at the Tinley Park Mental Health Center, which previously serviced Ludeman, has moved to the temporary location of the former Oak Forest Hospital kitchen until the procurement of a permanent kitchen (to be located at Ludeman)has been completed.

The storage space at the Oak Forest kitchen is inadequate for the food and paper products located at the Stores Warehouse. A temporary warehouse space was located which the Ludeman Center desired to rent, however, on 11/15/12 negotiations between the landlord and the Statewere unsucessful. Subsequent negotiations with landlords for other sited also did not result in a contract/lease.

The Stores warehouse at Tinley Park Mental Heaalth Center will remain operational until a contract for the rental of warehouse space has been finalized. the power plant at the Tinley Park Mental Health Center is scheduled to shut down by December 15, 2012; therefore several large electric heaters are required, on a temporary basis to maintain the proper temperature for the employees and shelf life of the food stores at the facility. In addition to the expense of the heaters, it is possible additional electric work will be required for the switchgear circuit, if it cannot handle the load of the heaters.
