|The Illinois Board of Higher Education is giving notice of intent to renew contract 11FEURER between BHE and William E. Feurer, LTD|
The Illinois Board of Higher Education (IBHE) is intending to renew legal counsel and guidance for the Agency on a variety of issues which impact the Agency's ability to conduct its business. These issues include but are not limited to the following: employment and labor related issues, personnel policies, potential litigation situations, Freedom of Information Act requests, and compliance with the Open Meetings Act and the Ethics Act for Agency staff. The legal counsel will report to and receive assignments from the Executive Director. As an employer, IBHE is subject to an increasing number of complex state and federal laws which impact how the Agency conducts its business. IBHE does not have a staff attorney to address these issues and, as such, is dependent upon outside legal counsel to provide such guidance.
After this option has been exercised there will be 2 (two) remaining renewal options.

Contract (11FEURER) provided for 3 (12 month) renewal options in one of the following manners, one renewal covering the entire renewal allowance, individual one-year renewal up to and including the entire renewal allowance, or any combination of full or partial-year renewals up to and including the entire renewal allowance.
Due to the unprecedented economic recession the State of Illinois has experienced lower than expected revenues which has led to a delayed payment cycle. In many cases, vendors and service providers are waiting several months to receive payment for goods and services provided to the state.
