|The Health Facilities and Services Review Board (HFSRB) needs the Vendor to provide expert consultation and technical assistance through the Spring 2014 legislative session, and also propel the rulemaking updates that are greatly needed. Responsibilities include: recommend, draft, edit and compile necessary documents relating to both HFSRB legislative initiatives and initiatives of others seeking to amend the Illinois Health Facilities Planning Act; identify and monitor legislation affecting HFSRB and represent HFSRB’s position to legislators and interested parties; work with the Governor’s Office of Legislative Affairs and other State Agencies to guarantee HFSRB’s position is represented in the legislative process; make necessary changes to its administrative rules and the Health Facilities Planning Act in order to reconcile and clarify conflicting language which impact various state agencies and health facilities; and assist with the interactions with public groups and stakeholders in the rules development process and establish mechanisms for obtaining and reviewing their recommendations and comments.|
The procurement is time sensitive and critical to the mission of the HFSRB, and special consideration is required due to the best interests of the State. HFSRB has the responsibility of overseeing the statewide Certificate of Need program. It is crucial that the administrative code and statutes are updated and reflect the best interests of health care delivery. The Vendor has known professional experience that will allow the HFSRB to immediately acquire the services needed. The Vendor was previously employed with the Illinois Hospital Association as the Vice President of Health Care Policy and Regulation and has 30 years combined experience in the area of Health Care Regulatory Compliance, Illinois Certificate of Need, State, Federal and Local Government and Community Relations.
