Description and Specifications:
The Illinois State Police (ISP)is giving notice of intent to award a contract as a sole source to Ray O'Herron, Inc. for a one-time purchase of conducted electrical weapons, holsters, cameras, and performance power magazines. The conducted electrical weapons will be used to control resistive behavior exhibited by criminal subjects with the least amount of force possible to reduce the potential for injury and liability.

A sole source contract will be awarded on that date and the hearing will be cancelled, unless an interested party submits a written request for public hearing by noon CST on May 21, 2013.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the sole source determination as described in this notice. The purpose of the hearing will be to receive information from the public as to whether award by sole source is appropriate and in accordance with the Illinois Procurement Code. Formal rules of evidence will not apply. Hearings may be recorded in order to aid in the production of minutes. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing.

Sole Source Only Justification:The following are unique to Taser X2, distributed exclusively by Ray O'Herron Co., Inc. in Illinois. The features are required because they provide necessary officer safety, subject safety, successful prosecution, and/or insulation from lawsuits, as detailed in each item.

• Internal current metering measures/safeties incorporated into a pulse calibration system designed to ensure neuromuscular incapacitation during contact and protects against damage to the human electrical system through a high volt, low amp system. This type of charge will ensure the amount of current is sufficient to subdue a subject, without posing harm or injury to the human electrical system during repeated incapacitation exposures. The unit also has electronic self diagnostics which can readily give information to the user on whether the unit is functioning properly or not and a battery strength indicator, date/time stamp, and length of probe wires in the cartridge loaded.

• Option of deployable probes or drive stun mode (contact) - Ability to control suspects from a distance of 25 to 35 feet and can also be used in close quarters (arm length) when used in drive stun mode. If upon deployment, one of the dual probes should not make contact, the drive stun mode (contact) could be used to complete the circuit to subdue the subject. Drive stun mode should be an option without removing or expending a loaded cartridge. The ability to control a subject from up to 35 feet will greatly enhance officer safety by controlling a subject without coming into direct contact with them. This will greatly reduce the risk of lost time at work, workers compensation claims and injury to both subject and officer alike.

• Ability to download usage data from the unit after usage. Data to include date/time stamp of each use (on/off), whether probes were deployed or arced, duration of deployment, and whether probes made contact or not. This can protect the officer in use of force claims and can be of significant value as court documented evidence. This information will also serve as an accountability measure for supervisory personnel.

• Dual laser sights which give visual indicators on the subject's body for increased accuracy which can lead to quicker target acquisition and control of the subject due to more accurate shot placement.

• Cartridges - containing probes which deploy to allow the control of subjects at distances from 25-35 feet, enabling officers to control subjects without direct contact. This will lead to less injuries to officer and subject alike. Cartridges contain AFID's (Anti Felon Identification System), which are small, serial numbered pieces of paper which correspond to the specific cartridge it is contained in, ensuring each cartridge can be traced. This deters misuse through enhanced accountability. The cartridges also have a static resistance propulsion system to allow the arcing of a CEW without removing or firing a cartridge. This reduces the risk of accidental static discharge. Capability of two consecutive deployments without a reload which will enhance the ability to control a subject if the first probe deployment does not make contact. This will lead to greater officer safety and quicker control of the subject.

• High Definition Camera - We require the highest quality high definition video evidence available on a CEW. The camera is 1280 x 720 resolution, color video, 30 frames per second, 4 GM memory, wide angle, low light sensitivity, auto record when unit is turned on, USB download and covered lens indication. This camera will supply court evidence which will aid in the reduction of lawsuits and supply quality video evidence for prosecution. The lens covered indicator will ensure officers are aware if the incident is not being recorded and can take corrective action, thus complying with policy of recording all CEW activations.

• Ambidextrous thumb safety to facilitate quick on/off activation of the CEW. This increases the ease of use for the user to arm the CEW during high stress situations. This will increase officer safety.

• Removeable re-chargeable battery pack to ensure the unit always has a charge with properly functioning, compatible batteries. This will ensure officer safety and suspect control due to having a charged unit, preventing a malfunction. It will further remove the need for establishing funding for continued purchases of batteries or reimbursement to officers for personal purchase.
