Description and Specifications:
The Department of Central Management Services (CMS) would like to extend its contract with West Publishing Corporation d/b/a Thomson West under Section 1.2030(b)(3) of the Illinois Procurement Rules to allow time for the State to complete the competitive procurement process. The extension would be effective July 1, 2011 through September 28, 2011. As allowed per the underlying contract, the vendor will provide online and live, instructor-led courses covering ethics and topics related to the substantive authority of State of Illinois agencies (e.g., accounting, banking, environmental matters, insurance, personnel and union matters, procurement, real estate, and taxes).

Following the competitive procurement process, CMS entered into a contract with the Vendor under Illinois Procurement Bulletin Reference No. 22013110 effective through June 30, 2009 and included two, one-year renewal options from July 1, 2009 through June 30, 2010 and from July 1, 2010 through June 30, 2011. The State opted to utilize both renewals under Illinois Procurement Bulletin Reference Nos. 22016743 and 22019359, respectively. The State is currently completing a solicitation for a new contract.

Emergency Justification:Through Supreme Court Rules 790-798, the Illinois Supreme Court has established continuing legal education requirements for Illinois attorneys. In order to maintain the licensed services for attorneys under the jurisdiction of the governor, a readily available training course is required to meet the legal education requirements.

Without this extension, attorneys under the jurisdiction of the Governor would be unable to take required courses per Supreme Court Rules 790-798.
